Green, Sr., presided with Commissioners Bill Dwyer, Don Hampton, Anna Morrison
and Peter Sorenson present. County
Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording
Secretary Melissa Zimmer were also present.

EMERGENCY BUSINESS
a.
ORDER 04-1-16-1/In the
Matter of Authorizing a Sheriff’s Sale of Surplus County Owned Real Property
and Delegating Authority to the Property Management Officer to Remove Any
Particular Property from Said Sale If Determined to Be in the County’s Best
Interest (Jeff Turk)
Jeff Turk, Management Services, indicated the county administrator
approved putting the property up for sale and he wanted to expedite the sale as
soon as possible.
MOTION: to approve ORDER 04-1-16-1.
Dwyer, MOVED, Sorenson SECONDED.
Assistant County Counsel Stephen Vorhes said they would continue to work
on the interim solution. He added
it might be a minimal arrangement to keep the water flowing to allow the sale
instead of making improvements. With
regard to the previous owner, Vorhes stated the PUC preferred not to see them
take over.
VOTE: 5-0.

Introductions
Green explained there is a vacancy in Representative District 8 due to
the resignation of State Representative Floyd Prozanski.
He noted that pursuant to Oregon Revised Statute 171.060(1) and OAR
165.010-0060, the Board was notified of the vacancy. He said
Representatives of District 8 met on Monday, January 5, 2004 to choose
nominees to fill the vacancies. He
said the nominees are Randy Derrick, Paul R. Holvey and Mike Bonner.
He said the Board of Commissioners is to appoint one person from the list

Overview of Process
Green
indicated for the interviews Mike Bonner will be first, Randy Derrick
second and Paul Holvey third. He
added the presentations would be no longer then ten Minutes.

Action (Commissioner Bobby Green, Sr.)
a. ORDER 04-1-16-9/In the
Matter of Filling the Vacancy in the Legislative Assembly, Representative
District 8.
MOTION: to nominate Paul Holvey for Representative of District 8.
Green MOVED, Hampton SECONDED.
Sorenson disclosed how he knew each representative.
VOTE: 5-0.
There being no further business,
Commissioner Green adjourned the meeting at 11:15 a.m.
