Commissioner Bobby Green, Sr., presided with Commissioners Bill Dwyer, Don Hampton, Hugh Massengill, Anna Morrison and Peter Sorenson present.  Judith Pothier was excused.  County Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

 

1. PUBLIC COMMENTS

 

None.

 

2. COMMISSIONERS' REMONSTRANCE

 

Sorenson reported that yesterday he met with members of the Lane Independent Living Alliance.  He said they expressed concern about the federal housing appropriation for this year. He noted there was a failure of Congress and President Bush to come to an agreement on the housing budget for last year and they are anticipating a failure for next year.  He wanted the resident commissioners to find out more information and report back to the Board on where the federal budget stands.

a. Approval of Minutes:

March 31, 2004, HACSA, 9:00 a.m.

 

b. RESOLUTION AND ORDER 04-4-14-1H/In the Matter of Adopting and Ratifying the Collective Bargaining Agreement with AFSCME Local 3267 and Approving a One-Time Bonus of $500.00 to All Bargaining Unit and Excluded Personnel and Approving the Addition of 1 2/3 Hours per Month of Time Management Accrual for All Bargaining Unit and Excluded Personnel Who Have Been Employed by the Agency for More than Twenty-Four Years.

 

MOTION: to approve the Consent Calendar.

 

Dwyer MOVED, Sorenson SECONDED.

 

VOTE: 6-0.

 

4. EXECUTIVE SESSION as per ORS 192.660

 

None.
