Sorenson presided with Commissioners Bill Dwyer, June Gallagher, Don Hampton,
Anna Morrison and Judith Pothier present.
Bobby Green, Sr., was excused. County Counsel Teresa Wilson and
Recording Secretary Melissa Zimmer were also present.

2. COMMISSIONERS' REMONSTRANCE

3. REGULAR BUSINESS
a. ORDER 03-10-29-1H/In the Matter of Entering into a
Loan Agreement with the Network for Oregon Affordable Housing ("NOAH") for Permanent Financing
of the Sheldon Village (Phase II) Affordable Housing Development, Eugene,
Oregon.
Jim
McCoy, HACSA, reported that this board order represents the last action of the
development portion for Sheldon Village Phase II. He said Sheldon Village has a total of 78 units located near
Sheldon High School. He added it is the
final piece of the financing that includes the City of Eugene home funds,
proceeds from the sale of federal tax credits that they received through the
State of Oregon and a loan from NOAH.
Gallagher
commented that it was a beautiful complex.
MOTION: to approve ORDER 03-10-29-1H.

MOVED, Pothier SECONDED.

b. ORDER 03-10-29-2H/In the Matter of Accepting a Bid
and Awarding Contract #03-C-0066 for the Laurelwood Reconstruction: Phase Four.
Don
Williams, HACSA, said that this particular phase (Phase Four) is out of about
eight anticipated phases. He added it
is totally funded out of their capital fund that is controlled by HUD. He said the amount of dollars HUD gives
controls how fast they could do the work.
He noted the current plan is less than seven phases. He said they are doing a phase every six to
seven months. He said the project in
Laurelwood is the oldest housing stock owned by the Housing Authority built in
1961.
Williams
explained the prices (considering the rise in the price of lumber) were
reasonable and they were pleased.
Morrison
had concerns about the vinyl siding holding up.
Williams
responded that the vinyl siding had improved and will be more pliable than the
old siding. He added if they have damage, they could pop a piece out of the
middle.
