Commissioner Peter Sorenson presided with Commissioners Bill Dwyer, Bobby Green, Sr., Tom Lininger and Anna Morrison present. County Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.
17. PUBLIC HEARINGS
a. PUBLIC HEARING AND ORDER 03-5-7-11/In the Matter of
Adopting the Public Works Five-Year Capital Improvement Program FY 03/04 - FY
07/08.
Sonny
Chickering, Public Works, reported they have a standard point of adoption with
a procedure that is followed annually, including a review of the draft Capital
Improvement Program by the Roads Advisory Committee that occurred in January
2002. He noted in February the Roads
Advisory Committee held a public hearing and in April they recommended that the
document be forwarded to the Board of Commissioners for approval. He noted the draft is in the same format.
Chickering
explained under the general construction items that there are a few projects
that are coming into the final years of the program that are being generated by
the Transportation System Plan. He said
it was a new occurrence for them. He
said they developed a draft Transportation System Plan and one of the
requirements of that plan is a list of proposed improvements over the planning
period of 20 years. He said they have a
list of future projects, have ranked them, and have begun moving projects off
the TSP nomination list into the last year of the program. He noted the projects for this year’s plan
include 31st Street in Springfield, Franklin Boulevard East, a
section of Sears Road and Wilkes Drive in the River Road area. He explained these projects appeared without
having public support for them. He noted they would adjust the public input to
give the public more advance notice about the roads. He indicated they also added a $200,000 line item for a bridge
crack investigation
Chickering
noted the county-city road partnership payments will continue to be $2.5
million annually and they still have the footnote requiring the Board to
approve it on an annual basis, with the outer years not guaranteed. He noted attachment 6 to the order contains
a series of corrections and errors that were in the draft document that was
approved by the Roads Advisory Committee.
He added that changes occurred during normal project development
requiring modifications to the CIP to reflect current status. He recommended the Board adopt the CIP as
recommended by the Roads Advisory Committee to include the changes in
attachment 6.
With
regard to the Delta-Beltline connection, Morrison said they have to get the
scope broadened from I-5 going west.
She said there isn’t a willingness of people to look at the broad
picture.
Tom
Stinchfield, Public Works, thought with Delta-Beltline there could be
improvements to ramps that would make them safer when congested. He noted the original proposal was to widen
the Delta Highway Bridge to five lanes so that traffic on Delta Highway could
flow while traffic waited to enter Beltline.
He said they could look at ramp metering on the ramps that enter
beltline. He thought that could be a
cheaper alternative.
Stinchfield
reported there was success in the CAP program with the Downtown Eugene project
on Broadway. He added they repaired
Highway 99 in Junction City.
Commissioner
Sorenson opened the Public Hearing.
Tom
Citti, 93398 Marcola Rd., stated on page 35 of CIP regarding Marcola
milepost 11.49 to 16.8 that the project calls for widening and overlay. He said it had been disclosed to him through
the Public Works Department that they are proposing a re-alignment of a section
of the road between mile marker 13.8 and 14.8.
He said that crosses Cash Creek.
He noted the realignment as proposed would go through a forest area and
over Cash Creek. He added the
realignment that is proposed would destroy a section of the creek bed. He said if they have to realign to improve
the turn that they could stay within the existing roadways. He hoped the Board would respect the
waterways of the creek beds.
Melba
Durant, 96061 Culver Lake Road, Junction City, said they were notified that
this road was going to undergo work from the Capital Improvement Program. She spoke with her neighbors and the
consensus in the neighborhood is that they don’t desire improvement. They wanted to leave the road the way it
is. She said they wanted an overlay and
to fix the area where the water goes across in winter. She said the neighborhood stated they could
save money on the project and put it into another project. She noted in 1994 they addressed this
matter, had an agreement with the County, and acknowledged a portion of this
was not a County road. She said that
Bob Ezell had since found additional information but from what they can
discern, there is still a problem with who owns the road.
There being no one else signed up to speak,
Commissioner Sorenson closed the Public Hearing.

to approve ORDER 03-5-7-1.

MOVED, Morrison SECONDED.
Chickering
wanted to make sure that the changes included a change in Attachment 6, the
last item for Santa Clara for $150,000 instead of $115,000.
Green
wanted to also reflect the programming of the assisted housing, with the dollar
amount of $1 million.
Sorenson
commented that Lane County was also partners with the Eugene-Springfield metro
area.
Dwyer
noted that $17,957,000 has been given to Springfield out of Lane County’s road
fund. He commented that the City of
Springfield was getting an adequate share of the road fund money.
VOTE:
5-0.
18. OTHER BUSINESS
a. ORDER 03-5-7-12/In
the Matter of Filing a List of FY 03/04 Public Improvement Projects for Lane
County with the Commissioner of the Bureau of Labor and Industries (BOLI).
MOTION: to approve ORDER 03-5-7-12.
Dwyer MOVED, Morrison SECONDED.
VOTE: 5-0.
There being no further
business, Commissioner Sorenson adjourned the meeting at 3:30 p.m.
