Commissioner Peter Sorenson presided with Commissioners Bill
Dwyer, Bobby Green, Sr., Tom Lininger and Anna Morrison present. County Administrator Bill Van Vactor, County
Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.
a. Semi-Annual Board
of Health Report:
Dental.
Obesity.
Pilot Project for
Health Care.
Rob Rockstroh,
Health and Human Services, recalled they annually do a Board of Health Report.
Rockstroh stated
that Mental Health had been cut more significantly than any other program in
the department. He added there are
possibilities of enhancing Lane County services. He noted there is zero dollars in crisis services with Mental
Health.
Rockstroh reported
there was a pilot concept around behavioral health, working with clients,
mental health issues and outgoing drug abuse.
He noted that the Lane County behavior health proposal was the number
one priority in the state. He said it
was revised and called the Perfect Human Service System. He noted it would include Commission on
Children and Family funding, senior funding and funds for Developmental
Disabilities. He said they are trying
to sell to the state the behavior health model. He noted it was a draft that was written by his staff.
Rockstroh noted
there was information on dental patients and obesity in the packet. (Copy in

Morrison commented
she was apprehensive in going with the pilot project.
Dwyer thought this
project was a way for the state to rearrange problems. He wanted an opt-out provision if they were
to go with this and couldn’t get any money.
He didn’t want to be tied to something that is continuously diminishing.
Green commented it
is not a perfect system but is a concept and recommended that Lane County do
this. He noted the matter had been
tentatively put on hold as they were working on the AOC project around public
safety. He said that some pilots worked
well around juvenile crime prevention.

Dwyer MOVED, Green

VOTE: 5-0.
There being no
further business, Commissioner Sorenson adjourned the meeting at 9:20 a.m.
