Commissioner Bill Dwyer presided with Commissioner June Gallagher,
Bobby Green, Sr., Anna Morrison, Judith Pothier, Peter Sorenson and Cindy
Weeldreyer present. County
Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording
Secretary Melissa Zimmer were also present.

REMONSTRANCE
Sorenson stated he received a copy of a report called
the “Status of Children in Oregon” that is a county-by-county data book on the
status of children in Oregon.

BUSINESS
a. RESOLUTION/ORDER
02-12-18-1H/In the Matter of Approving the Public Housing Assessment
System Certification for the Fiscal Year Ended September 30.
Don Williams, HACSA, explained this was the first of
three steps of how the Housing Agency is evaluated by HUD. He said they collected data all year long
and electronically submitted it to HUD.
He said the collected data included vacancy rate, capital funds spending
for modernization, emergency responsiveness to work orders, annual inspections,
security and economic stimulation.
Williams noted that Step 2 is in process, with HUD
physically inspecting their units, and Step 3 of the process is sending out a
survey to the residents asking them how they are doing. He said all three are collected and
submitted, HUD has a formula they use and that data is reported back to the
Housing Agency. He said he would report
back to the Board on how they did. He
recalled that two years ago they were the number one Housing Authority in the
nation. He said they received the same
numbers last year. He noted that this
year staff had even done a better job.

approve RESOLUTION/ORDER 02-12-18-1H.
Morrison MOVED, Pothier SECONDED.
VOTE: 6-0 (Green out of room).

BUSINESS
Dwyer requested a customer satisfaction survey. He wanted it to be given to all HACSA customers
and returned to determine what their thoughts are on their interaction between
themselves, the agency and the managers.
He thought it would be in the customer’s best interest to receive that
type of feedback to have a greater understanding firsthand of what people think
about the service.
Williams responded that HUD does that.
Dwyer stated he wanted to institute Lane County’s own
independent survey. He wanted to know
customer satisfaction. He noted there
was a difference between compliance and satisfaction.
Sorenson suggested at the next HACSA meeting to get a
report from staff and the resident commissioners on ways for feedback. He wanted to know if the people served by
the programs had suggestions so they can use that information in the work they
do.
Gallagher thought it would be used in comparison with
nationwide figures to see how the housing residents were utilizing the local
community services. She thought it was
a good idea.
Dwyer said they need to have a form filled out to discuss
at subsequent meetings. He thought it
would have a positive impact on the residents’ attitudes. He wanted to get feedback from those who are
not as vocal so they could get an understanding on what the underlying current
might be. He wanted to extend
performance measurements to the Housing Agency. He wanted an objective survey that doesn’t conflict with HUD, but
embellishes on what is delivered at the time of contact.
Todis asked Dwyer if he wanted to see the survey they
develop before it goes out.
Dwyer responded he wanted to.
There being no further business, Commissioner Dwyer
