DEFINITIONS

Community Organization. A recognized group of residents in a defined area charged with advising County government on matters affecting the community.

Mandated Committee. An advisory body to the Board of Commissioners, appointed by the Board. The existence charge and sometimes the composition of the committee is controlled by the enabling legislation.

Mandated Special Committee/Board. A group of citizens appointed pursuant to statute and charged with certain independent decision-making and other responsibilities over a certain area of County Government.

Multi-Jurisdictional Committee. A group of citizens appointed by a variety of governments and charged through an intergovernmental agreement with certain duties (some advisory, some independent decision-making) with respect to defined matters of mutual concern to the appointing governments.

Non-Mandated Committee or Commission. An advisory body to the Board of Commissioners appointed and charged by the Board with advising on certain areas of County government. The existence of the committee is controlled by the Board, and the members serve at the pleasure of the Board.

Standing Committee. A group of two Board members and other County officials charged with studying issues and making recommendations in certain defined areas to the full Board.

Task Force. A group created by the Board or County Administrator for a limited term to advise on a specific issue.

Watershed Council. A voluntary local organization designated by a local government group convened by the County to address the goal of sustaining natural resource and watershed protection and enhancement within a watershed, per ORS 541.351 to 541.396.

ANIMAL SERVICES ADVISORY COMMITTEE
Non-Mandated Committee. Advises the Health and Human Services Director and the Board of County Commissioners on matters of animal service operations, program improvements, model and state of the art animal welfare, care control programs, and facilities.

BOARD OF PROPERTY TAX APPEALS
Mandated Special Board. Hears petitions for reduction of assessed, specially assessed, and real market value of property.

MEETS: Variable between first Monday in February and April 15 of each year.

TERM: The term of each member of a county board of property tax appeals begins on the date of appointment and ends on the June 30 next following appointment, or when the member resigns or is replaced, whichever occurs first.

MEMBERSHIP: 3-member board(s) selected by the County Clerk from a pool of members appointed by the county governing body, per ORS 309.067 (see Lane Manual 3.554 for details).

BUDGET COMMITTEE
Mandated Special Committee. Reviews and approves budget, limits levied taxes, and establishes tentative maximum for expenditures for each fund in the County budget.

MEMBERSHIP: Ten (10). Five Commissioners and five lay citizens.

MANDATE: ORS 294.336

BUILDING APPEALS AND ADVISORY BOARD
Mandated Committee. Advises on building construction, suitability of alternate materials, methods of construction, and provides interpretations of building code. Serves as Board of Appeals in connection with structural, mechanical, and plumbing specialty codes, fire and life safety regulations, and Uniform Code for abatement of dangerous buildings.

CHARTER REVIEW COMMITTEE
Non-Mandated Committee. Reviews the existing charter and makes recommendations to the Board of County Commissioners regarding suggested changes to the Charter.

COMMISSION FOR THE ADVANCEMENT OF HUMAN RIGHTS
Non-Mandated Committee. Advises, reviews programs, and recommends actions for support of civil and human rights in the County.

COMMISSION ON CHILDREN AND FAMILIES
Mandated Committee. Plans, initiates and coordinates systems to serve children and families throughout Lane County.

MEMBERSHIP: Twenty-one (21): the majority of whom are laypersons. A layperson is one whose primary income is not derived from either offering direct service to children and youth or being an administrator for a program for children and youth. Membership consists of the County Administrator, 3 youth representatives (between the ages of 15 and 20 at the time of appointment) with a preference that one youth position represent a rural area and one youth position represent a metropolitan area; 2 rural representatives; 5 members appointed by individual Commissioners, and 9 at-large members appointed by the Board of Commissioners.

COMMUNITY ACTION ADVISORY COMMITTEE
Mandated Committee. Advises the Lane County Human Services Commission on budget planning, allocations and policy issues for state and federal anti-poverty programs, including housing and homeless programs; participates in program activities, project review, selection, and is involved in monitoring the Ten Year Plan to End Chronic Homelessness.

COMMUNITY HEALTH COUNCIL
Mandated Committee. Provides input and feedback to generally advise development, implementation and evaluation of CHCLC programs.

MEMBERSHIP: Seventeen (17): Representation is from consumers, health care providers, and community representatives as follows: 51% are individuals who are served by the CHCLC and representative with respect to demographic factors. 49% are representative of the CHCLC catchment area who have expertise in community affiars, local government, finance, legal affairs, trade unions, commercial or industrial concerns, or social service agencies.

ECONOMIC DEVELOPMENT STANDING COMMITTEE
Standing Committee. Provides recommendations to the Board regarding Lane County's economic development policies and activities.

ELECTED OFFICIALS COMPENSATION BOARD 
Appointed Committee.
Recommends to the Budget Committee and Commissioners a compensation schedule for County elected officials. Compensation Board is established pursuant to the authority granted by the Lane County Home Rule Charter.

FAIR BOARD (LANE COUNTY)
Mandated Special Board. Exclusive business and financial management of the fairgrounds and property devoted to County Fair.

FARM REVIEW BOARD
Mandated Committee. Advises County Assessor in assessing agricultural land and whether figures or factors are proper under ORS 308A.092.

HEALTH ADVISORY COMMITTEE
Non-Mandated Committee. Makes recommendations to the Health Administrator and advises the Board of Health and County Commissioners on matters of public health, planning, policy development, control measures, funding, public education, and advocacy; and, acts in a community liaison capacity to provide a link between the community and the Health Division.

LANE COUNTY LAND USE TASK FORCE
Task Force. Charge of the LCLUTF is to review proposed code and plan amendments forwarded to it by the Board of County Commissioners and to determine whether or not to recommend changes to the proposed text.

Non-Mandated Committee. Makes recommendations concerning administrative policy legislation, long-range planning and financing for the County's Solid Waste Program; iinvestigates possible alternative methods of garbage disposal and recycling programs.
