HACSA MEETING BOARD OF COUNTY COMMISSIONERS
Harris Hall Main Floor - 9:00 a.m.
Commissioner Steve Cornacchia presided with Commissioners Ellie Dumdi,
Bobby Green, Sr., Peter Sorenson and Cindy Weeldreyer present. County Administrator
William Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer
were also present.
1. PUBLIC COMMENTS
None.
2. REGULAR BUSINESS
a. ORDER 98-9-23-1H/In the Matter of Adopting the 1998/99 Budget and Making
Appropriations.
Larry Abel, Housing Authority, presented the 1998/99 Agency Budget which is
approximately $21,000,000. He added over $11,000.000 of the budget is in Section 8
subsidies that go to private landlords. He said it was a conservative budget and does not
contain HUD appropriations. He said there are no big changes in funding from the previous
year.
Cornacchia questioned the expenditures exceeding the revenues.
Abel said it has been a typical situation the last couple of years. He said last year
they predicted a deficit but there is a cost of living increase that HUD usually gives and
one is expected for this year. He added it will move the budget into a surplus position.
MOTION: to approve ORDER 98-9-23-1H.
Green MOVED, Dumdi SECONDED.
Sorenson asked for a brief history of the Budget Committee.
Abel reported that the Housing Authority is no longer subject to Oregon State Budget
Law. He said they were in the past when they administered the Cottage Grove Urban Renewal
District. He said at that time they had the same Budget Committee that Lane County had. He
said since Cottage Grove took back the urban renewal district, there is no requirement to
follow the Urban Budget Law. He said the Board is presented a budget each year and their
Budget Committee is their internal management.
VOTE: 5-0.
3. CONSENT CALENDAR
a. Approval of Minutes: September 9, 1998, 9:00 a.m.
MOTION: to approve the Consent Calendar.

VOTE: 5-0.
4. EXECUTIVE SESSION as per ORS 192.660
None.
There being no further business, Commissioner Cornacchia adjourned the meeting at 9:10
