METROPOLITAN WASTEWATER SERVICE DISTRICT-BUDGET COMMITTEE MEETING
12:00 a.m. Commissioners' Conference Room
Commissioner Ellie Dumdi presided with Commissioners Bobby Green, Sr., Peter Sorenson
and Cindy Weeldreyer present. County Administrator Bill Van Vactor, County Counsel Teresa
Wilson, Senior Management Analyst David Garnick and Recording Secretary Melissa Zimmer
were also present. Commissioner Steve Cornacchia was absent.
I. Introduction of Service District Budget Committee Members
Dumdi introduced the Service District Budget Committee Members, Marie Bell, Doug Keeler,
Peter Ruffier, and Walt Meyer. Members Mary Ann Holser and Carol Jones were excused.
II. Budget Committee Business
Election of Chair & Vice-Chair
Dumdi declared nominations for Chair and Vice-Chair open.
Walt Meyer was nominated as Chair of the Lane County Metropolitan Wastewater Service
District Budget Committee with Marie Bell nominated as Vice-Chair.
There being no further nominations, Dumdi declared the nominations closed.
MOTION: to approve the slate of nominated chairs.
VOTE: passed unanimously.
Dumdi declared Chair Walt Meyer in charge of the meeting.
III. Presentation of 1998-99 Budget
Lane County Staff
Metropolitan Wastewater Management Commission Staff
Garnick provided information from the Lane County Metropolitan Wastewater Service District
proposed budget for the fiscal year 1998/1999.
Garnick responded to Bell's question regarding the end of sale of general obligation
bonds. He said that it was $29.5 million originally and all the bonds have been issued.
Garnick mentioned that next year's budget is $2.89 million and out of that amount, $13,000
is for miscellaneous materials and service expenses such as financial system assessment,
legal advertising, and the secretary of state audit. He said that the balance will be put
into a transfer line for the Metro Wastewater Management Commission to complete the
Biosolids Mechanical Dewatering facility project. He said that a public hearing on this
issue was required.
IV. Public Hearing
Chair Meyer opened the public hearing.
There being no one present to speak, Chair Meyer closed the public hearing.
Green stated that he thought that this operation was the best well run operation that Lane
County has with regard to cooperation and participation. He said that one significant
aspect to the operation was the audit procedure. He said that he will approve the motion
to accept the budget.
V. Deliberations and Action
Action Requested: Approve 1998-99 Metro Wastewater Service District Budget and Levying of
Taxes in the Amount of $1,718,268.
MOTION: to approve the 1998-99 Metro Wastewater Service District budget and levy the
taxes in the amount of $1,718,268.
Green MOVED, Dumdi, SECONDED.
VOTE: passed unanimously.
VI. Adjourn
There being no further business, Chair Meyer adjourned the meeting at 12:37 p.m.
