Commissioner Steve Cornacchia presided with Commissioners Ellie Dumdi,
Peter Sorenson and Cindy Weeldreyer present. Bobby Green, Sr. was absent. County
Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary
Melissa Zimmer were also present.
1. PUBLIC COMMENTS
None.
2. REGULAR BUSINESS
a. ORDER 98-7-14-1H/In the Matter of Approving the Limited Partnership Agreement
for the Jacob's Lane Affordable Housing Development.
Jim McCoy, Development Director, HACSA explained that in December of 1996, the City of
Eugene gave HACSA a parcel of land off of Highway 99N, 4.75 acres, just north of the
Gilbert Shopping Center to develop. He said two separate but interrelated projects came
out of the property. He said one was a tax credit project that represents the development
of 63 units of housing. He said there are 33 two bedroom units that are modeled after the
Willakenzie project; 30 one bedroom units developed in two separate components, one for
seniors and elderly and the other is for Section 811, adults with disabilities. He said
that HACSA was able to receive 17 of the 35 units available in the entire Northwest and
Alaska to develop the apartment complex. He said that he is asking the Board to authorize
HACSA to enter into a limited partnership agreement for this project.

Dumdi MOVED, Sorenson SECONDED.
VOTE: 4-0.

a. Approval of Minutes: June 24, 1998, 9:00 a.m.
b. ORDER 98-7-14-2H/In the Matter of Approving the Operating Budget and Calculation
of Performance Funding System Operating Subsidy for the Fiscal Year Ending September 30,
1999.
MOTION: to approve the Consent Calendar.
Weeldreyer MOVED, Sorenson SECONDED.
VOTE: 4-0.
4. EXECUTIVE SESSION as per ORS 192.660
None.
There being no further business, Commissioner Cornacchia adjourned the meeting at 9:15
