Sorenson mentioned a review of the
President’s proposed budget on the Federal Housing and Urban Development on
the impact of the imposed federal budget.
4. REGULAR BUSINESS
a. ORDER10-2-3-1H/In the Matter of Approving the Amended Limited
Partnership Agreement for
Roosevelt
Crossing.
Jim McCoy, HACSA, explained that this item is the final board action necessary to
finalize the financing for the Roosevelt Crossing transition housing project on
Highway 99. He recalled that this
project has been before the Board before. He
said this allows them to sell the tax credits and authorizes them to get federal
funding through the state of Oregon
and to fill the gap caused by the collapse of the tax credit market.
He indicated that it authorizes them to taken money from the city of Eugene. He said it allows them to accept
Sponsors, Inc. as an additional limited partnership.
He noted at the end of the tax credit period they will have a debt free
facility to give over to sponsors. He
said the state is asking that ten percent of the funds ($2.5 million) be
structured as a no interest loan, forgivable in 40 years.
He asked the Board to authorize this board order.
MOTION: to approve ORDER 10-2-3-1H.

VOTE: 6-0.
