Commissioner Faye Stewart presided with Commissioners Bill Dwyer, Bill Fleenor, Bobby Green, Sr., and Peter Sorenson present.  County Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

1. REPORT/Semi-Annual Board of Health Report. 

Rob Rockstroh, Health and Human Services, reiterated that the intent of the Board of Health is to give updates to the Board semi-annually.  He added that it has evolved over the years to a total report from the entire Department of Health and Human Services.  He indicated that the report is 42 pages.  He recommended putting the report on the Internet.

Rockstroh reported that this was the first report from Animal Services.  He indicated that they want to work on euthanasia.  He wanted to do a combination of spay and neuter and getting more volunteers to do more rescue.  He commented that the current kennel is old and dated and they need to expand the kennel space.  He hoped they could do funding through licensing or donations from the public.

With regard to Developmental Disabilities, Rockstroh reported that they have large case loads.  He added there are 140 clients per FTE.   He commented that the developmentally disabled are getting to be a tougher population.

Rockstroh noted one of the big issues of the Human Services Commission is the restructuring of the Community Health Centers.  He said the idea is to not just stabilize them but getting them to grow.  He hoped the bottom floor in the Charnelton building will be a Community Health Center Clinic, as there is a big demand in this area.  He thought  Peace Health would want to partner with them.

With regard to Public Health, Rockstroh noted many people are not getting vaccinated because of the religious exemption.  He said that a big portion of the kids in school are exempt and their concern is they are vectors if there is truly an outbreak.  He said they try to encourage people to get shots.  He commented that too many people are complacent about childhood diseases and he thought they needed to do more work about public education. 

Rockstroh commented that Lane County has too many unknown deaths of babies.  He said they are highest in the state and higher than the national average.  He said the Para- natal Periods of Risk is a tool they are using on fetal infant mortality review.  He indicated that they have to find out what is different in Lane County.

Dwyer MOVED, Green SECONDED.

VOTE: 5-0.

There being no further business,  Commissioner Stewart adjourned the meeting at 9:50 a.m.
