Commissioner Faye Stewart presided with Commissioners Bill Dwyer, Bill Fleenor, Hugh Massengill, Barbara Moorehouse and Peter Sorenson present.  Bobby Green, Sr. was excused.  County Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording Secretary Melissa Zimmer were also present.

2. COMMISSIONERS' REMONSTRANCE

None.

3. REGULAR BUSINESS

a. ORDER 07-3-14-1H/In the Matter of Accepting a Bid and Awarding Contract #07-C-0007 for the Maple Wood Fire Damage Repair and Re-Build.

Dorothy Cummings, HACSA, reported this was for fire damage at their Maplewood Meadows  property.  She noted the unit at 2838 Matt Drive was severely damaged.  She added that they went through the demo portion and are ready to award the contract for the rebuild of that unit plus the repair of the minor damage to 2836 Matt Drive.

Moorehouse asked if there was an oversight mechanism in place to make sure the people do the work they are contracted to do.

Cummings responded that they have two people overseeing this project.  She said one is the contract administrator and the other is the insurance adjuster.

MOTION: to approve ORDER 07-3-14-1H.

Massengill MOVED, Dwyer SECONDED.

Fleenor asked what caused the fire.

Cummings said it was a cigarette smoldering in a couch cushion.

VOTE: 6-0.

4. EXECUTIVE SESSION as per ORS 192.660

Per ORS 192.660 (2)(a) for the purpose  of consulting with counsel on litigation.

There being no further business, Commissioner Stewart recessed the meeting into Executive Session at 9:35 p.m.
