Green, Sr., present. County
Administrator Bill Van Vactor, County Counsel Teresa Wilson and Recording
Secretary Melissa Zimmer were also present.
14. COUNTY
ADMINISTRATION
a. ORDER 07-2-14-7/In
the Matter of Report on the Implementation of the Lane County Strategic Plan,
Strategic Objectives, and Lane County Goals and Next Steps for Strategic
Planning and Goal Setting.
Jennifer Inman,
Budget Analyst, discussed the Strategic Plan.
She indicated that currently there are three documents that staff and the
Board turn to for strategic direction: the
Lane County Strategic Plan 2001-2005, current strategic objectives, and County
goals that were adopted by the Board two years ago.
She discussed the highlights of the documents. (Copy in file.)
Inman recalled in
2005, the Board of Commissioners adopted the following goals to provide
strategic direction: decrease and
eliminate the structural deficit, improve the quality of facilities for public
health givers and service recipients, and fund an improved public safety system
for the long term.
With regard to next
steps, Inman explained that the Lane County goals are still current and are
actively being pursued. She said it
is time for the Management Team to update the specific action plan on the
strategic objectives. She added
that the Strategic Plan needs to be revised.
She said they need to determine a timeline and once it is established
they could present updates for the Strategic Plan.
Green said they
still have to determine how they are going to fix the structural deficit.
He commented that if they have an eroding public safety system, they will
still have to deal with the impacts.
Inman recalled that
the goals the Board identified in 2005 had data and input from the citizen task
force about the issues and problems that needed to be addressed.
Green said the
overall premise for having a Strategic Plan was to determine what type of
services they should be in. He said
they can’t be all things to all people and they still have to be a general
purpose government.
Van Vactor stated
that if they don’t get Secure Rural Schools or any alternative revenue, the
organization will be focusing on restructuring itself and once they get to a
level of service, then they could start strategic planning.
He added if Congress extends the Secure Rural Schools or if they come up
with revenue options, it could set a foundation for the Strategic Plan.
Sorenson asked if
it was worth putting some resources into strategic planning if they go through
big cuts or if they should wait.
Inman said the
citizens would need to become accustomed to what Lane County government would be
like after July 1 in order to participate in the process in a meaningful way.
She said it would take a while for citizens to experience what the impact
of the change could be to be able to do the next strategic planning process.
She thought they would need to give some time to a full scale strategic
planning process for the County and citizens to acclimate to the change.
She said they could have a short term plan concept about how to make the
change happen.
Stewart stated he
wanted to find stability to the organization so they don’t have to go through
the budget session every year where they have to think about cutting services.

Public Comment
G. E. Sing, Eugene, said he had been watching the pros and cons of the income tax
levy. He said he had lived in 12
different countries. He commented
that the meth problem leaves much to be desired in the suppression of drugs.
He was against using a Sheriff’s Deputy as a traffic officer issuing
tickets. He thought there were more
important aspects of law enforcement in Eugene than the income tax measure, but
he supported the income tax measure. He
added they can’t afford to allow the rise of crime in Lane County to continue.
There being no
further business, Commissioner Stewart adjourned the meeting at 3:00 p.m.
