RESOLUTIONS
a. ORDER 05-3-9-1H/In the Matter of Entering into an
Intergovernmental Agreement with Lane County to Accept $225,000 for
Construction of Road Fund Eligible Improvements to Assist the Turtle Creek
Affordable Housing Project in Eugene.
Jim McCoy, HACSA, recalled that in 1989 Lane County participated in a
task force on homelessness and affordable housing. He noted that out of that effort grew the Housing Policy Board
that was an intergovernmental entity designed to help address affordable
housing and homelessness in Lane County.
He said the IGA calls for contributions to the different participating
government entities. He noted Lane
County’s contribution was to commit road funds to help promote affordable
housing.
Morrison requested this be sent to the cities of Eugene, Springfield
and Cottage Grove with all of their councilors made aware of the contributions
Lane County has made over the years regarding their community and the Lane
County road fund money.
Dwyer asked why they should approve this, as it was tentative.
McCoy responded that the only missing part is tax credits. He thought the application they turned in
was an excellent one. He added in the
informal discussions they had with the state, they learned the only reason it
wasn’t funded was there wasn’t enough money in that cycle. He thought the existence of the road would
be a plus in their favor. He added the
site would be construction ready.
Green stated he is on the Housing Policy Board and they recommended
that this go to the Board of Commissioners for approval.
MOTION: to move to approve ORDER 05-3-9-1H.
Dwyer MOVED, Pothier SECONDED.
VOTE: 7-0.
b. ORDER 05-3-9-2H/In the Matter of Accepting a Bid and Awarding
Contract 05-C-0008 for Firwood
Apartments Stair and Deck Replacement.
Dorothy Cummings, said she was in front of the board last month for
approval to enter into the loan with the City of Eugene to do half of the
work. She said they had been out to bid
and received three bids. She said they
are recommending Preferred Construction as they were the low bidder.
MOTION: to move to approve ORDER 05-3-9-2H.
Dwyer MOVED, Green SECONDED.
VOTE: 7-0.
