Lane County Board of
County Commissioners Chairperson Anna Morrison presided, with Commissioners
Bill Dwyer, Bobby Green, Sr., Peter Sorenson and Faye Stewart present. Lane County Administrator Bill Van Vactor,
County Counsel Teresa Wilson and Recording Secretary C. Daniel Lindstrom were
also present.
1. ADJUSTMENTS TO THE AGENDA
Chair Morrison announced that a Resolution
regarding the proclamation of Good Neighbor Week would be added to the Agenda
and considered during the time set aside for Commissioners’ Business.
2. PUBLIC COMMENTS
Chair Morrison expressed concern for the
safety of persons affected by Hurricane Katrina. In response to a request of Louisiana Governor Kathleen Blanco
for a National Day of Prayer for victims, she invited those who were present to
join in moments of silence.
Carol Berg Caldwell, 84474 Parkway, Pleasant Hill, expressed
concerns and hopes regarding the Region 2050 Project. She requested that Commissioners attend one of the series of currently
scheduled focus group meetings; and that Commissioners “pull the plug” on the
Project until it was completely restructured.
She explained her reasons for the request: (1) output of the Project only presents pro-growth options; (2)
key citizen watchdog groups have been excluded from its development; and (3) a
new survey of citizen preferences offering widely-supported quality of life
options is needed.
Chair Morrison stated that the Board of
Commissioners would deal with issues related to the Region 2050 Project in the
near future.
Commissioner Sorenson said he believed it was
appropriate for the Board to request another update on the Region 2050
Project. He said he was disturbed that
only a limited number of growth options were being offered for public
consideration, but that he was not ready to move to seek and end to the
Project.
Commissioner Dwyer rhetorically asked if the
Region 2050 Project had not become an example of efforts created to “keep
planners busy.” He suggested that
governments could only protect open space by purchasing development rights to
critical properties.
Chair Morrison said she would raise the issue
of requesting a report on the Region 2050 Project to the Board of County
Commissioners at a meeting of the Agenda Committee. She suggested that the report should not be requested before
evaluation of the current public meeting was completed.
Commissioner Green suggested that it might be
appropriate to request a response to the testimony of Ms. Berg Caldwell from
Lane Council of Governments (LCOG) staff responsible for the Region 2050
Project.
Commissioner Stewart said he was aware that
the Public Outreach phase of the Region 2050 Project was scheduled to be
completed by the end of September and that a report regarding it would be
prepared sometime after that.
Richard L. Null, 2666 Washington Street, Eugene, stated that
he was appearing on behalf of his son, Dr. Brian Null, a resident of Palo Alto,
California. He explained that while on
a recent visit to Eugene, Brian Null had received a citation for animal neglect
of a dog for which he was providing care.
He said Brian Null had expressed concern that the Lane County Animal
Regulation Authority (LCARA) officer
issuing the citation had refused to present identification, displayed a hostile
and abusive demeanor, refused to investigate the conditions of the dog and its
confinement, and erroneously cited Eugene and Lane County animal licensing
requirements. He distributed copies of
a packet of material regarding the complaints and a request of Brian Null for a
postponed court appearance date.
Chair Morrison accepted the material and said
she would ask the appropriate Lane County staff to investigate the contentions
and concerns.

4. COMMISSIONERS' REMONSTRANCE
None.
5. RESOLUTIONS
a. ORDER 05-8-31-1 Urging a
Comprehensive, Coordinated Response to and Accompanying Funding for the Crisis
of Methamphetamine Manufacture and use.
Morrison noted that the Resolution was based
on a similar resolution adopted by the Benton County Board of County
Commissioners.
MOTION: to adopt ORDER 05-8-31-1.
Dwyer MOVED, Green SECONDED.
Commissioner Green stated that he supported
the motion and that the resolution was consistent with the position taken by
the Lane County Public Safety Task Force.
Chair Morrison stated that she supported the
motion and that the Lane County Mental Health Advisory Committee was scheduled
to receive a presentation regarding conditions of methamphetamine use and
manufacturing in Lane County at its next meeting.
VOTE: 5:0.
6. COMMISSIONERS' BUSINESS
a. ORDER 05-8-31-6 Proclaiming the
Week of September 5-9, 2005, as Good Neighbor Week.
Chair Morrison read Order 05-8-31-1 by
title. She noted that Good Neighbor
Week was an annual occasion and had been previously proclaimed by the Board of
County Commissioners.
MOTION: to adopt ORDER 05-8-31-6.
Dwyer MOVED, Stewart SECONDED.
Commissioner Dwyer said he supported the
motion and encouraged Commissioners to participate.
VOTE: 5:0.
7. COUNTY ADMINISTRATION
a. Announcements
Lane County Administrator Bill Van Vactor
reported that he would attend a training program for the National Incident
Management System (NIMS) sponsored by the US Department of Homeland Security.
8. PUBLIC
WORKS
a. FIRST READING AND SETTING SECOND READING
AND PUBLIC HEARING Ordinance No. PA 1224 Amending the Rural Comprehensive
Plan to Redesignated Land from “Forest Land” to “Non-resource,” Rezone that
Land from “F-2/Impacted Forest Lands” to “RR-5/Rural Residential;” and Adopting
Savings and Severability Clauses.
MOTION: to approve the First Reading of Ordinance no. PA 1224 and set the
Second Reading and Public Hearing for September 14, 2005, ad 1:30 p.m.
Dwyer MOVED, Green SECONDED.
VOTE: 5:0.

to Farwest Truck Center in the Amount of $129,014.00, for the purchase of One
(1). New Truck Chassis Mounted Knuckleboom/Packer, Contract FY05/06 FS-01.
3) ORDER 05-8-31-4 Rejecting a
Contract to 2G, dba 2G Construction, in the Amount of $166,339.41, for Bridge
Repair, Dorena Covered Bridge (Bridge No. 21-2W-24), Contract No. 05/06-01.

10. MANAGEMENT SERVICES
a. FIRST READING AND SETTING SECOND READING Ordinance
4-05 Authorizing the Transfer of County Owned Real Property, for Consideration
of $50,000.00, Located at 115 E. Hillcrest, Eugene, to the St. Vincent de Paul
Society of Lane County for the Purpose of Providing Affordable Housing.
MOTION: to approve the First Reading
of Ordinance # 4-05 and set the Second Reading and Public Hearing for September
14, 2005, ad 1:30 p.m.
Dwyer MOVED, Green SECONDED.
VOTE: 5:0.
b. ORDER 05-8-31-5 Adjusting the
Salary Range for the Chief Deputy County Clerk Classification.
Lane County Human Resources Analyst Hector
Rios referred to agenda support material related to adjusting the salary range
for the Chief Deputy County Clerk Classification. He noted that the issue had been previously discussed.
MOTION: to approve ORDER 05-8-31-5.
Green MOVED, Dwyer SECONDED.
VOTE: 5:0.
11. CORRESPONDENCE TO THE BOARD
None.
12. COMMISSIONERS' ANNOUNCEMENTS
Commissioner Green stated that he appreciated
the many expressions of concern about his family living in the area affected by
Hurricane Katrina. He said he had been
in contact with 12 members of his family, but not yet his mother or
brother. He said his wife, who was
visiting in the area, would be returning to Eugene shortly.
Commissioner Stewart announced that a Toga Party would be held in Cottage
Grove on September 4. He said he was
scheduling a series of Town Hall Forums throughout his District in the month of
September.
Chair Morrison announced that the Board was
again assigned to work at the Grassroots Community Garden on Coburg Road in
Eugene during the United Way Day of Caring on September 20. She said Junction City would dedicate a new
Town Clock on September 4.
Chair Morrison reported that she had been
informed that the Sixth Reading and Deliberation on Ordinance No. PA 1221/In
the Matter of Amending the Eugene-Springfield Metropolitan Area General Plan to
Clarify and Provide Greater Flexibility for Public Safety Service Delivery in
the Eugene-Springfield Metropolitan Area had been scheduled to be considered on
the Agenda of the meeting, but had inadvertently been omitted.
MOTION: to re-schedule the Sixth
Reading and Deliberation on Ordinance No. PA 1221 to September 27, 2005.
Dwyer MOVED, Green SECONDED.
Commissioner Dwyer requested that the motion
be changed to correctly identify the date for the Reading and Deliberation as
September 27, 2005. Chair Morrison
determined there was no objection to the request and the motion was amended.
VOTE: 5:0 (as amended).
Commissioner Dwyer announced that the Lane
County Labor Council would hold its Annual Potluck Picnic on Labor Day and
invited all to attend.
Commissioner Morrison announced that she
would leave for Kansas City, Missouri on September 1 to join other members of
her family in a Celebration of the Life for her mother, on the second
anniversary of her death.
13. REVIEW ASSIGNMENTS
Minutes Recorder
Lindstrom noted that assignments had been made during the meeting, as follows:
- The Agenda Committee had been asked to
schedule a report on the Region 2050 Project.
- Contentions and concerns raised by Richard
Null regarding an Animal Neglect Citation and behavior of an LCARA officer would be submitted to appropriate
Staff. Mr. Van Vactor suggested that
the matter be submitted to Lane County Management Services Director David
Suchart, who was responsible for the Animal Regulation Program.
