Lane
County Board of County Commissioners Chairperson Anna Morrison presided, with
Commissioners Bill Dwyer, Bobby Green, Sr., Peter Sorenson and Faye Stewart
present. Commissioner Bill Dwyer was
absent and excused. Budget and Financial Planning Manager David Garnick, County
Counsel Teresa Wilson and Recording Secretary C. Daniel Lindstrom were also
present.
14. PUBLIC HEARINGS
a.
SETTING SECOND READING AND PUBLIC HEARING Ordinance No. 3-05 Authorizing
the Transfer of Surplus County Owned Real Property Located at 04605 Falcon
Street, Florence to Florence Habitat for Humanity for the Purpose of Providing
Affordable Housing (Map No. 18-12-04-13-02600) (NBA & PM 8/10/05)
Chairperson Morrison stated that the Board
would hold a Second hearing on Ordinance No. 3-05 and read it by
title. She noted that the agenda
support material incorrectly identified the subject of the item as the First
Reading and Setting of the Second Reading of Ordinance.
Lane County Property Management Officer Jeff
Turk reviewed the background and issues related to the request for transfer of
the identified surplus property.
Chairperson Morrison determined Commissioners
had no questions regarding the matter and opened the Public Hearing.
Ellena Sullivan, 1 Sea Watch Lane, Florence, stated that she
was Chairperson of Florence Habitat for Humanity. She read a statement regarding the need for affordable housing in
Florence, the purpose of her organization and how it would use the property in
question.
Tom Pfiefer, 2125 23rd Street, Florence, stated that he was Chairperson
of the Site Acquisition Committee of Florence Habitat for Humanity. He described the work of the organization
and its experience of a dwindling supply of property on which it was able to
construct affordable housing in the Florence area.
Ken Janowski, 920 Island Drive North, Florence, stated
that he was Past President of Florence Habitat for Humanity. He described previous work of the
organization and the advantages to the County and Florence community of the
transfer of the property in question.
Chairperson Morrison determined there were no
other persons present wishing to provide testimony and closed the Public
Hearing.
Commissioner Green stated that transfer of
the property in question to Florence Habitat for Humanity had been endorsed by
the Housing Policy Board.
MOTION: to adopt Ordinance No. 2-05.
Green MOVED, Stewart SECONDED.
Commissioner Sorenson expressed appreciation
for those involved in the work of Habitat for Humanity and commended them for
their efforts.
Chairperson Morrison stated that she was
familiar with the property in question and said she believed its development
for residential use would improve the location. She said the Board of Commissioners was pleased to be able to
support the development of affordable housing.
Minutes Recorder C. Daniel Lindstrom polled
the members.
VOTE: 5:0.

COMMISSIONERS' ANNOUNCEMENTS
Commissioner Green
announced that the National Association of Counties (NACo) had chosen Caremark
as the provider for the NACo Prescription Drug Discount Card Program. He described the prescription drug insurance
program and said it was made available at no cost to participating counties and
the citizens using it.
Chairperson Morrison
requested that the Office of County Administration prepare a report and
recommendations about participation in the program.
